HOW TO APPLY AND PAY FOR A PERMIT
For any development related questions, please start by emailing developmentcenter@springfield-or.gov or calling 541-726-3753. The Development Center will begin opening with reduced hours soon, please email or call to inquire about availability. Virtual meetings and appointments can be scheduled at most times during normal business hours; online services are fully open and operational. They can be accessed by following the instructions below.
Building Permits for Contractors (Residential and Commercial):
- Contractors should obtain and pay for all building permits through the ePermitting website: BuildingPermits.Oregon.gov.
- A complete application and plan set will need to be uploaded directly through ePermitting.

- For assistance with ePermitting, please contact Oregon.ePermitting@Oregon.gov or call 503-373-7396.
- For building permit questions, please contact developmentcenter@springfield-or.gov or call 541-726-3753.
Building Permits for Homeowners:
- Homeowners should submit complete applications (Building Permits & Applications) and supporting materials via email to developmentcenter@springfield-or.gov.
- Please note, in some circumstances files may be too large to email; if this occurs, staff will contact you to make other arrangements – see instructions below.
- Staff will work with you to get your permit issued as soon as possible.
- For permit questions, please contact developmentcenter@springfield-or.gov or call 541-726-3753.
- Once ready, you may also pay for your permit on the ePermitting website.
Planning and Public Works Permits:
- Applicants should submit complete applications (Development & Public Works Resource Center) and supporting materials via email to developmentcenter@springfield-or.gov.

- Register for an ACA account here: BuildingPermits.Oregon.gov.
- For assistance with ePermitting, please contact Oregon.ePermitting@Oregon.gov or call 503-373-7396.
- Submit a complete application to developmentcenter@springfield-or.gov, along with your ACA user name.
- Staff will email your permit record number when it has been created; you may then logon to ACA and upload your plans and documents to the permit.
