Please note that the Council Does not accept public comment at Work Session meetings.

The Springfield City Council meets regularly in both work sessions and regular meetings. These meetings are open to the public and in conformance with Chapter 192, Oregon Revised Statutes, Public Meetings. 

During work sessions, the Council receives information from staff and discusses topics of interest. The work sessions normally are held on the second and fourth Mondays of the month beginning at 5:30 p.m. and may also occur on the first and third Mondays of the month at 6 p.m. These meetings are generally held in the Jesse Maine Room, Springfield City Hall, 225 5th Street in Springfield. The community is invited to attend the work sessions, but public comment is not allowed. 

During their regular meetings, Council conducts the business of the City and makes policy decisions. The regular meetings are normally held on the first and third Mondays of the month, starting at 7 p.m., and are held in the Council Chambers, Springfield City Hall, 225 5th Street in Springfield. If that day falls on a legal holiday, the Council will meet on the next regular business day at the same time and location. During the regular meetings, residents may address the Council either during a Public Hearing on a specific subject, or under Business from the Audience on any subject of interest to the community member.

Request to speak cards are available at the entrance of the Council Chambers and should be completed prior to the start of the meeting.  People attending virtually also have the ability to request to speak by raising their virtual hand when public comment is announced.  When you are called on, you will be asked to step up to the podium and asked to state your name and your general address/ward for the record.  Anyone living inside or outside of the city has an equal opportunity to share a comment with the Council. 

You will have a maximum of three minutes for comment.  When you reach your three minutes, the Mayor will ask the speakers to end their comments.  This ensures that everyone has the same opportunity to inform the Council. 

The Council will listen to all comments, but they will not directly engage with you during your speaking time except to ask follow-up questions. 

After all public comments have been made, the Councilors have an opportunity to make a statement responding to any comments. 

Any disruptive behavior, personal attacks, harassment, bullying, or intimidation during public comment or in the audience will not be tolerated.  

 Council normally takes a recess during the months of August and December of each year.
