The Engineering and Transportation Division includes Capital Projects, Transportation, Land Development, and Land Drainage and Alteration Permitting.
The Capital Projects team prepares and manages the City’s Capital Improvements Program (CIP) and annual capital budget. This includes construction of new infrastructure and improvement, preservation, and rehabilitation of existing facilities, including, but not limited to, sewers, drainage, and streets. The Capital Projects team also administers or oversees the construction contracts for “Public Works” improvements, as well as several consultant design contracts. The Transportation team prepares long range plans of the transportation network,
responds to
development proposals, prepares construction drawings for multi-use paths,
traffic signals, sidewalk projects, striping, street lights, pedestrian crossings, and roundabouts, as well as manages the construction of those
projects. The team also maintains traffic signal operations and timing, traffic counts, and responds to citizen requests. The Development Review team administers the City’s municipal sanitary sewer, stormwater, and transportation systems as they relate to private development. Primary services include public information, permitting, plan review and inspection services associated with private development and privately funded public development. The Land Drainage and Alteration Permitting (LDAP) team processes permit applications and administers the regulatory requirements of the Clean Water Act and the Springfield Municipal Code which include construction site inspections, education, and enforcement.
