Development Review

The Development Review team administers the City’s municipal sanitary sewer, stormwater, and transportation systems as they relate to private development.  Primary services include public information, permitting, plan review, and inspection services associated with private development.

SYSTEM DEVELOPMENT CHARGES 

System development charges are fees that are collected when new development occurs in the City and are used to fund a portion of the construction of streets, storm drainage, and sanitary sewers (required as a result of increased development and to maintain the health and safety standards of the community).  For more information, please see our SDC Page.

For anyone applying for a commercial building permit, we recommend that you fill out an SDC Scoping Sheet as well as see relevant information for Building Permits located here.  Providing some basic information about your commercial project will help us give you an idea of what you can expect with respect to SDCs.  The scoping sheet can either be printed or submitted by email at .

 

 

PUBLIC IMPROVEMENT PROJECTS 

Public Improvement Projects (PIPs) are privately engineered developments that include construction of new public infrastructure.  PIPs can vary greatly depending upon the type of development and the demands the project will place on both new and existing infrastructure.  PIPs can include new infrastructure such as public streets, sidewalks, storm drainage, sanitary sewer, street lighting, signage, etc.  For more information, please visit our PIP Page.

 

 

PUBLIC WORKS PERMITS 

The Public Works Department administers permits for private projects that will take place within or have a significant impact on the public right of way.  These permits help ensure that repairs or improvements that affect public infrastructure are conducted in a manner that emphasizes public safety with respect to vehicular and pedestrian traffic, as well as public and private property.  They also ensure that the work complies with the City’s current design standards and municipal code.  To access these permits, please visit out Forms, Documents, and Permits page.

 

 

LAND DRAINAGE AND ALTERATION PERMITTING

On July 1, 2004 Public Works Engineering became the administrative department for implementing the Land & Drainage Alteration Program (LDAP) for the City of Springfield. As an NPDES Phase II city, Springfield is required by provisions in the Federal Clean Water Act (CWA) to adopt rules regulating the discharge of pollutants into surface waters. Additionally, the City’s Grading ordinance was adopted July 28, 2003. The grading ordinance sets forth specific rules and regulations to control excavating, grading, and earthwork construction. This includes construction of fills and embankments; establishes the administrative procedure for issuance of permits; and safeguarding persons and property against unreasonable hazards resulting from uncontrolled grading and excavating practices. Click here for more information: Land Drainage and Alteration Permitting
